David serves as President of Atakapa Services, LLC, providing executive leadership and strategic direction to support Atakapa’s continued growth and the delivery of high-quality engineering support services.

 

He brings more than 20 years of experience in civil and industrial engineering, with deep expertise in water and wastewater collection, conveyance, and distribution systems. A certified Project Management Professional (PMP) and Professional Water Asset Manager (PWAM), David has led complex operational and project delivery efforts focused on utility optimization, asset management, and infrastructure rehabilitation.

 

David previously served as Vice President of Business Operations at Waggoner Engineering, overseeing regional offices and supporting strategic expansion efforts across Alabama, Florida, and Georgia. In this role, he strengthened operational performance and advanced data-driven infrastructure solutions that delivered long-term value for public- and private-sector clients.
